France Immigration visa helps those intending to take up long-term residence.

IMMIGRATION VISA TO FRANCE THROUGH SPOUSE 
An applicant’s plans for  France immigration visa may be linked to an existing or future marriage to a French citizen. Spouses of French citizens have a right to a long stay visa and a family stay card as of right, absent fraud, and for spouses from visa waiver countries, no long stay visa is required. 
The spouse can acquire a right to permanent residence, provided the marriage took place at least two years  prior to the permanent residency request. 
If an applicant is already married to a French citizen and now want to immigrate to France to live with the husband / wife,  evidence need to be provided for this.   Foreign nationals seeking immigration to France for the purposes of marriage to a French citizen will need to provide evidence about themselves, their partners and the marriage ceremony.   This would include:
• Visa application form duly filled in and signed by the applicant, photograph, passport and fees.
• The original certificate of the publication of banns (from the city hall where the marriage will take place)
• French identity card, and proof of residence of the intended French spouse as Proof of French nationality

Furthermore, children (less than 21 years of age) of a French parent also have a right to permanent residence. Also, the parent of a French citizen may request permanent  residence, provided that the parent is a dependent of the French citizen.
Furthermore, the minor children of foreign national established legally in France can also be sponsored for visas to return to the family unit.
France still has a very favourable framework for retirees, where unlike the United States a special visa category still exists. Nothing in the reform has changed France's unique acceptance of same-sex couples, allowing an alien to enter into a same-sex marriage contract (PACS) to facilitate the obtaining of a visa for the foreign national partner, provided the economic criteria are met.
