PORTUGAL’S CITIZENSHIP TIMELINE VS. GOLDEN VISA

The core framework of Portugal's immigration system has diverged following a major overhaul of the country's naturalisation rules. The residency requirement to acquire Portuguese citizenship has officially doubled to 10 years for most applicants, while the Golden Visa residency programme structure remains unchanged.

 

LEGAL STATUS & EFFECTIVE DATE:

Active Status: The amendments under Lei Orgânica 1/2026 officially entered into force on  May 2026.

Grandfathering: Any naturalisation application already submitted to the IRN on or before May 2026 remains protected under the historical 5-year framework.

 

THE NEW CITIZENSHIP TIMELINE:

The standard legal residence needed to transition from temporary resident to Portuguese citizen has been extended based on applicant categories:

Applicant Category	Previous Timeline	New Timeline (As of May 2026)
Standard Foreign Nationals (e.g., US, UK, Canada, India, China)	5 Years	10 Years
EU & CPLP Nationals (Portuguese-speaking countries like Brazil, Angola)	5 Years	7 Years

 

STRICT "CLOCK START" RULES:

• Permit Issuance Only: For all new files, the time clock starts counting strictly from the date your first physical residence permit card is issued.

• Repeal of Waiting Time: The temporary provision that allowed applicants to count administrative processing wait times toward their citizenship timeline has been repealed. Delayed approvals by AIMA will no longer advance the citizenship clock retroactively for new applicants.

• Additional Criteria: New applicants must also pass an A2 Portuguese language exam, clear a civic/historical knowledge test, and sign a declaration of adherence to democratic principles.

 

WHAT REMAINS UNCHANGED FOR THE GOLDEN VISA:

The Golden Visa as a residency vehicle is entirely insulated from this reform:

• Investment Pathways: The €500,000 investment fund route and the €250,000 cultural contribution route remain fully operational.

• Permanent Residency (PR): You can still transition to Permanent Residency after 5 years from permit card issuance, entirely independent of the longer citizenship runway.

• Physical Stay Requirements: The minimal presence rule remains a flexible 7 days per year on average.

• Mobility Rights: Complete access to visa-free travel throughout the EU Schengen area is preserved.

We have so far processed all our applications on real-estate sector with about 27 hotel projects that we had recommended on old investment amount EUR 280,000 and EUR 350,000 to all our previous clients worldwide.

Presently, new projects are processed under EUR 500,000. We may soon see this amount to also go up due to the high demand of applications lodged for Residence permit for Portugal.

The Private equity fund is invested in the following three projects and the timeline for completion of projects find below.
