Canada Provincial Nominee Program (PNP)

PNP CANADA NOMINATIONS:  To increase the value of PNP Canada Immigration, Refugees and Citizenship Canada (IRCC) updated the Express Entry ranking system in November 2016 importantly reducing the number of points awarded for arranged employment that includes a positive Labour Market Impact Assessment (LMIA). As a result, Canada Express Entry applicants with LMIA-based employment offers lost up to 550 points on their Express Entry score.

PROVINCIAL NOMINEE PROGRAM (PNP) CANADA: The prospective applicant who wants to immigrate to Canada through  the Canada Provincial Nominee Program (PNP) has to be nominated by a Canadian province or territory. The Provincial Nominee Program (PNP) is for applicants who:

  • Have the skills, education and work experience to contribute to the economy of a specific province or territory
  • Wishes to live in that province, and also
  • Want to become Permanent Resident of Canada

To qualify each province and territory has its own “streams” (immigration programs target certain groups) and the applicants should meet the requirements. For example, in a program stream, provinces and territories may target perspective applicants qualify  business applicants skilled workers, semi-skilled workers.

ONLINE CANADA PNP PROCESS: Express Entry process allows the applicant to apply online Express Entry in two ways to apply for province nomination:

  • You contact the province or territory and apply for a nomination under an Express Entry stream.
  • If the province or territory agrees to nominate you, you create an Express Entry profile (or update your profile if you already have one) and show you have been nominated.

OR

  • You create an Express Entry profile and show the provinces and territories you’re interested in.
  • If a province or territory sends you a “notification of interest” to your account, you contact them directly.
  • You apply to their Express Entry stream and If you are nominated, the province will offer Express Entry profile  through your account, and you accept it electronically.

In both cases an applicant must meet the following: 

  • The applicant must meet the eligibility requirements of the province or territory. The applicant must submit an Express Entry profile and show that you meet the minimum criteria for Express Entry, including being eligible for one of the immigration programs it covers.
  • The applicant then invited to apply, to submit an electronic application to IRCC.

The criteria by province and territory vary and can change without notice, therefore changes of notification sometimes are of advantage based on the complexity of the application.

PAPER-BASED PROCESS FOR PROVINCE NOMINATION: The Express Entry process allows the applicant to apply through paper-based process.  This is the paper-based application process for the Provincial Nominee Program and the applicant must apply in 2 stages:

STAGE 1:  An applicant must decide where they wish to live in Canada and apply to that province or territory for a nomination. They will review your application based on: their immigration needs and if you really plan to live there

STAGE 2:  An applicant must nominate his application a province or territory and must apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence. IRCC will assess the application based on Canadian immigration law.

PROCESSED FOR EXPRESS ENTRY FOR PROVINCE NOMINATION (PNP):  When an application is created for Canada Express Entry profile, the applicant must indicate which provinces or territories they are interested in immigrating  by selection the province.   • The first way is for a prospective immigrant applicant to contact a Canada Nominee Program directly and apply for a nomination under the province's Express Entry stream.   • The second method is to start by creating an Express Entry profile that shows which provinces and territories the potential immigrant would like to work and live in. If you receive a notification of interest from one of these provinces, you can then apply under their Express Entry stream, and if successful you can then accept the nomination through your MyCIC account.
